INDIANAPOLIS – On Thursday, the Indianapolis Metropolitan Planning Organization (IMPO) presented a check for $30,468,203 to Indianapolis Mayor Joe Hogsett. The funding will support eight projects across the City of Indianapolis, including a pedestrian bridge for the Nickel Plate Trail over Keystone Avenue

“Each year, our administration is leaving no stone unturned when it comes to seeking funding to expand our five-year, $1.2 billion capital infrastructure plan,” said Mayor Joe Hogsett. “Projects like the new pedestrian bridge for the Indianapolis leg of the Nickel Plate Trail are critical to our commitment of making our city safer - no matter what mode of transportation you choose.”

As part of an annual funding process, Indianapolis Department of Public Works (Indy DPW) engineers submitted projects for consideration by the IMPO, which is responsible for planning and programming regional transportation funds in the eight-county Central Indiana region. Each proposal utilized a data-driven application and committed a local funding portion of the overall project cost.

Indianapolis received funding for eight of the 17 regionally important projects selected by the IMPO in 2024, being awarded nearly half of the overall funding this year and the highest IMPO award amount in more than 10 years. The highly competitive process evaluates a project’s impact on air quality, improvements to congestion, pavement quality, and safety.

“The IMPO is excited to be part of the larger effort in the region to address the road safety crisis, accommodate the transportation needs of a growing regional economy, and help maintain the needs of the region’s infrastructure,” Gremling said. “All of our communities, including Indianapolis, continue to learn, adapt and build on their successes year after year.”

This year, 19 local public agencies across Central Indiana submitted a total of 66 project applications. Applications were sorted by their requested funding category and ranked based on their score from the approved

allocation goals of the region’s long-range transportation plan known as the 2050 Metropolitan Transportation Plan (MTP).

“Each of these projects selected by the IMPO represents a significant investment in the City of Indianapolis’s future,” said City-County Councilor Dan Boots. “This investment along the Nickel Plate Trail is key for my constituents.”

MPO projects selected this year include a pedestrian bridge for the Nickel Plate Trail over Keystone Avenue near 49th Street, which will provide a fully separated crossing for users of the trail. Keystone, a six-lane throughfare, sees nearly 40,000 vehicles per day. The bridge project will help reduce potential points of conflict between motorists and pedestrians and cyclists.

“This marks the third year that the IMPO have helped fund our vision for the future of Madison Avenue, which is an overbuilt relic of Indy’s past” Indy DPW Director Brandon Herget said. “Moving ahead by limiting vehicle lanes and investing in better walkability and connectivity will help make good on a commitment to Indy’s neighborhoods on the southside of safer streets.”

The 2024 grant allows for the rehabilitation of Madison Avenue from Martin Street to Pleasant Run Parkway, bringing the existing five-lane section to a four-lane section. The roadway will include two vehicular travel lanes in each direction, a multi-use trail to accommodate the future Interurban Trail within the corridor and a sidewalk.

The three funding installments, totaling more than $25 million overall from IMPO, mean significant changes to Madison Avenue from Ray Street to Hanna Avenue that will improve pedestrian safety and increase connectivity for the southern portion of the county.

Other projects include the rehabilitation of the High School Road bridge over Conrail Railroad, a roundabout at 46th Street and Mitthoefer Road, and funding for the city’s Knozone awareness campaign.

Overall, funding from the IMPO this year will help pay for eight projects:

- 38th Street Bridge over Little Eagle Creek Rehabilitation (BM-16-505); $2,214,356
- 46th Street Bridge over Indian Creek (BM-21-045); $1,515,460
- High School Road over Conrail Railroad (BM-23-078); $2,245,346
- Nickel Plate Trail over Keystone Avenue (BR-18-076); $4,871,339
- 46th Street and Mitthoefer Intersection Improvements (ST-21-091); $1,568,182
- Madison Ave Road Diet – Martin Street to Pleasant Run Parkway (ST-39-060); $11,762,960
- South County Line Road Expansion from Depot to Woodcreek Dr (ST-45-067); $5,970,560
- Knozone Awareness Funding (SY-24-005); $320,000
